5. 美国贸易代表办公室延长对中国新冠肺炎相关产品的301关税豁免期
2022年11月23日，美国贸易代表办公室宣布，将把对中国新冠肺炎相关产品的301关税豁免期进一步延长。该豁免期原定于2022年11月30日到期。鉴于抗击新冠肺炎的持续努力，豁免期被额外延长90天，直至2023年2月28日。

USTR Extends Exclusions Of COVID-Related Products From China Section 301 Tariffs

WASHINGTON – The Office of the United States Trade Representative today announced the further extension of the COVID-related product exclusions in the China Section 301 Investigation. The exclusions were previously scheduled to expire on November 30, 2022. In light of the continuing efforts to combat COVID, the exclusions have been extended for an additional 90 days, through February 28, 2023.
The exclusions cover 81 medical-care products and were initially granted on December 29, 2020.

2022年11月23日，日本国会上院批准修订《美日贸易协定》(USJTA)下牛肉保障措施机制，完成了国会对协议的确定程序。一旦生效，更新后的协议将修改USJTA规定的牛肉保障措施触发门槛，采用新的、三次触发的保障机制，使美国出口商能够满足日本对高质量牛肉日益增长的需求，并降低日本未来征收更高关税的可能性。该协议曾由美国贸易代表戴琦(Katherine Tai)和日本驻美国大使富田浩司(Koji Tomita)于2022年6月2日签署。美国和日本目前正在完成所有国内程序，以使该协定生效。

Japan’s Diet Approves the Revised Beef Safeguard Mechanism Under the U.S.-Japan Trade Agreement

WASHINGTON – Yesterday, the Upper House of Japan’s Diet approved the Protocol Amending the Trade Agreement Between Japan and the United States of America regarding the beef safeguard mechanism under the U.S.-Japan Trade Agreement (USJTA), which completes the Diet’s process to finalize the agreement. Once in effect, the updated agreement will amend the beef safeguard trigger level under the USJTA with a new, three-trigger safeguard mechanism that will allow U.S. exporters to meet Japan’s growing demand for high-quality beef and reduce the probability that Japan will impose higher tariffs in the future. The agreement was signed by United States Trade Representative Katherine Tai and Japan’s Ambassador to the United States Koji Tomita on June 2, 2022. The United States and Japan are currently working to finalize all domestic procedures in order for the agreement to enter into force.
“The Protocol will ensure our farmers and ranchers continue to have access to one of the world’s most dynamic markets,” said Ambassador Katherine Tai. “We are excited that Japan’s consumers can enjoy high-quality U.S. beef that is a staple of our agricultural industry. The Protocol represents a foundational pillar of our bilateral trade relationship – and I am grateful to our producers and stakeholders who helped make it possible.”
In 2021, the United States was the top beef exporting country in the world, with global sales of beef and beef products valued at over $10 billion. Exports of U.S. beef to Japan totaled almost $2.4 billion in 2021, with Japan representing the United States’ second largest beef export market.

New Rules Implement the Bipartisan Secure Equipment Act of 2021
WASHINGTON, November 25, 2022—The Federal Communications Commission adopted new rules prohibiting communications equipment deemed to pose an unacceptable risk to national security from being authorized for importation or sale in the United States. This is the latest step by the Commission to protect our nation’s communications networks. In recent years, the Commission, Congress, and the Executive Branch have taken multiple actions to build a more secure and resilient supply chain for communications equipment and services within the United States.
“The FCC is committed to protecting our national security by ensuring that untrustworthy communications equipment is not authorized for use within our borders, and we are continuing that work here,” said Chairwoman Jessica Rosenworcel. “These new rules are an important part of our ongoing actions to protect the American people from national security threats involving telecommunications.”
The Covered List (which lists both equipment and services) currently includes communications equipment produced by Huawei Technologies, ZTE Corporation, Hytera Communications, Hangzhou Hikvision Digital Technology, and Dahua Technology (and their subsidiaries and affiliates).
